IsNamedLicenseAvailable
Checks to see if the specified named license is available.
For licensing purposes, you can set specific Service Manager users as named users by checking IsNamedUser in the Employee workspace. If you check that option, you must also select a license name from the drop-down list. This function checks the number of named licenses that an application owns against the number of users who are specified as named users for that license. If there are more named users for a license than licenses available, the application returns false.

licenseRecId | The RecID of a license. This value comes from the FRS_LM_NamedLicenseBundle business object. |

Boolean value. Returns true if the license is available or false otherwise.
